Those are pretty fair assessments. Although, it's not that nobody is working on the 4.6 BL software unlock - rather, it doesn't appear to be as high of a priority.

You're confusing "bootloader" with "baseband". The current hardware downgrading method is intended to downgrade the "bootloader", not the "baseband".

And yes, these are the only solutions for the owners of a 1.1.2 OTB iPhone.
