I had this same problem. After trying every which way to get it to downgrade without success this is what i did:
1) Put your iphone in restore mode
2) Open iTunes and click Restore. This will update your phone to 1.1.3
3) After the update has been done, put the iphone in restore mode
4) Close iTunes and open up iBricker and press downgrade to 1.0.2. This will put the phone in DFU mode (the screen will go white)
5) Close iBricker and open iTunes. Shift + Restore in iTunes to 1.1.2. The phone should stay in recovery mode.
(you will get an error, ignore it)
6) Keep the phone in recovery mode, and shift + restore to 1.1.1 in iTunes.
(i had to go from 1.1.2 to 1.1.1. It wouldnt let me go right to 1.1.1)
(you will get an error, ignore it)
8) Close iTunes and open up iBricker again. Press boot the phone.
9) Bingo bango, your phone is alive again...You are now running on 1.1.1 and you can jailbreak the shit out of it and try to H/W unlock it. Good luck !!

Mine is already at 1.1.2 jailbroken and activated. But there is no way we can try to HW unlock it again until a new firmware (with a new secpack) is released, else it will be impossible to erase the baseband and complete the process. Remember that BL 4.6 only allows writing to the baseband with the secpack strictly > to the installed (current) version. So if the baseband is at the 1.1.3 version (04.03.13_G) it can't be written over (or erased, for that matter) with anything that is not later than that.

I think the problem is that updating to 1.1.3 updates the baseband, which then prevents the h/w bootloader downgrade (and would prevent a s/w BL dowgrade as well). If the baseband is upgraded, then you have to wait for the next baseband update to perform a new h/w unlock (or s/w unlock).

I have replaced kernelcache.release.s5l8900xrb inside the iPhone1,1_1.0.2_1C28_Restore.ipsw with the kernelcache.release.s5l8900xrb from the iPhone1,1_1.1.1_3A109a_Restore.ipsw file, and now i have an "error 1604" on itunes 7.5.0.20.
Question: Does anyone in here know what are the different files inside the ipsw, messing around, maybe we can use a 1.1.1.ipsw as base, and replace the mininum required files to have the 1.0.2 loaded correctly.

I don't exactly know what is the purpose of every single file inside the IPSW bundle. I also tried modifying the Restore.plist file (its a property list XML) inside the 1.0.2 ipsw, changing the boolean ForceNANDErase from 'true' to 'false' and also completly deleting that key with no further success.
I came to the conclusion that the file that makes the difference on the 'Waiting for iPhone' stuck forever is indeed the kernelcache. But I don't know how to be able to modify it in order for the iPhone to be downgraded successfully to 1.0.2.
I will never upgrade to 1.1.3 unless a h/w or s/w solution for jailbreaking and activating exists.
I had no choice since the iPhone I was trying to HW unlock wasn't mine but belonged to a relative. Mine is already SW unlocked (BL 3.9) and running 1.1.2 jailbroken/activated.

I hope you guys have been erasing the baseband via the terminal on the iPhone and not over wifi. You didn't really make it clear what step you're stuffing up on. Have you tried the tutorial on http://iphone.unlock.no?
The commands you will run during the bootloader downgrade process can be run either from the Terminal application on the phone, or on a computer using SSH over Wifi.
But since people are reporting that Wifi is lost during erasing of baseband, i'm going to use phone terminal as example in this tutorial.

http://iphone.unlock.no? That is exactly what took us to our current situation. The tutorial on the given link originally said to do the downgrade via ssh (which after I came to think about it was a little ilogical) and was some hours later corrected to say to do it via the iPhone terminal.

I also tried changing a 'ForceNANDErase' bool value to 'false' on the Restore.plist for 1.0.2 (thinking that perhaps the 'Waiting for iPhone' message was produced when iTunes tried to erase the NAND portion of the phone and failed) with no success. I even removed the key from the file but still always get stuck on 'Waiting for iPhone'.
I am also exactly in the same situation.
i cannot restore the phone to 1.0.2
ibrickr 0.91 itunes DFU method nothing worked with me...
iphone says needs repair and when i try to restore 1.0.2 it says waiting for iphone and forever waits and nothing happens.
i hope somebody can help us....
i know there are many people in the same sitution after an unsuccessful HW unlock attempt....

I've 2 iphones, one with unsuccessful HW unlock. no wifi i can't get it to 1.0.2
I think i've tried all the possible ways and itunes versions but always get stuck at "waiting for iphone" message
The other iphone is still intact (for now) jailbreaked and running 1.1.1
The point is: i tried to downgrade the working one to 1.0.2 and the error is exactly the same so i'me guessing that the 1.0.2 problem has nothing to do with the HW unlock failed
My both iphones get the same error when trying to restore 1.0.2
