agreed. but, in this specific case it has been stated time and again "follow the instructions exactly or you risk the lives of innocent kittens".
someone who might otherwise have the sense to turn the thing off might hesitate because it's not in the instructions. think of the kittens, people! it should be added to the instructions.

no matter if the iphone is off or not, it has a direct connection to the battery, meaning, no switch between the power source and the circuitry. additionally, most all of the components are covered with plastic, including the circuitry(this is why you have to scratch-off in order to touch test point). all of the components can be handheld when on, as can be disconnected any or all 5 of the cables connecting(as well as both antenna connections) to the main board.
when repairing or testing installed components, one cannot do it when the phone is turned 'off' or has it's power supply removed.
so i think the better response would be: use caution when handling the internals of the iphone, and while it is ok to handle the boards with your hands, as it is also ok to bridge circuits(like is being done in this hardware hack), it is not advisable to lay a metal object across exposed circuits, or to handle them whilst wearing loads of static-cling-clothing, and other painfully obviously things along these lines...
