What BootLoader comes on a 1.1.1 OTB, is it 3.9 or 4.6?

Until recently I thought it was 4.6, but then I saw a thread on here recently where someone said it was 3.9.

My question is, did every single 1.1.1 OTB iPhone come with either 3.9 or 4.6 or did some 1.1.1 OTB's come with 3.9 and some 1.1.1 OTB's come with 4.6? If every single 1.1.1 OTB sold all had the same bootloader, was it 3.9 or 4.6?

Sorry if the question was asked in a confusing way, let me rephrase that. Im just trying to figure out if its true that some 1.1.1 OTBs could have came with either bootloader or if they all only came in one bootloader version and if they all only came in one version, which bootloader version was it.
