Not too sure on this, but i find that if you put the phone in dfu and just restore it. It starts working again! Try that. Hope ur issue gets resolved.
If that works, then you can proceed to doing whateva it is you were trying to do in the first place.

Hi, I got this problem in one phone and I fixed using the following procedure
1.- Downgrade to version 1.0.2
2.- Use package Downgrade_1.1.2_complete (http://www.4$hared.com/file/29599306/4db767ff/Downgrade_112_Complete.html)
3.- Activate/Jailbreak iPhone in version 1.0.2
4.- Install SSH
5.- Copy "Baseband" folder to /usr/bin in iPhone
6.- Connect via ssh to iPhone
7.- Run the following commands
launchctl unload /System/Library/LaunchDaemons/com.apple.CommCenter.plist
cd /usr/bin
chmod +x ieraser
chmod +x bbupdater
ieraser
bbupdater -v
bbupdater -f *.fls -e *.eep
(After a 2-3 minute wait it should be done. Now type
bbupdater -v
(It should show 3.14_08... NOTE: the IMEI may still be wrong)
launchctl load -w /System/Library/LaunchDaemons/com.apple.CommCenter.plist
8.- Restore version1.0.2 again (to clean up)
9.- Activate/Jailbreak iPhone in version 1.0.2
10.- Install SSH
11.- Download Virginizer_Pack (http://code.g__gle.com/p/iphone-elit...irginizingTool)
12.- Connect via ssh to iPhone
13.- Copy Virginizer_Pack folder to /usr/bin in iPhone
14.- Backup seczone (SLOW):
0. cd /usr/bin/virginizer_pack
launchctl unload /System/Library/LaunchDaemons/com.apple.CommCenter.plist
chmod +x ./norz
./norz seczone.backup 0x3FA000 0x2000
15.- Execute Virginizer procedure:
0. chmod +x ./iUnlock
./iUnlock ./ICE03.14.08_G.fls ./eliteloader.bin
0. chmod +x ./bbupdater
0. ./bbupdater -v
16.- Now reflash BB FirmWare
./bbupdater -f ./ICE03.14.08_G.fls -e ./ICE03.14.08_G.eep
17.- Recheck el BB
./bbupdater -v
18.- Restart CommCenter
launchctl load -w /System/Library/LaunchDaemons/com.apple.CommCenter.plist
19.- Restart iPhone.
Now, You should have your phone jailbroken and activated in 1.0.2, if you wish you can upgrade it or jus use AnySIM and unlocked it in 1.0.2 ver
I hope it works for you as well

I have a similar problem with a friends phone:
I don't know the steps he used, but basically he had a 1.1.1 iPhone, did a jailbreak, unlocked it to use with T-Mobile SIM card, then updated to 1.1.2.
I have successfully brought the functionality back to phone by downgrading to Version 1.0.2(1C28), but still have Modem Firmware 04.02.13_G (1.1.2). the IMEI begins with-0049, WiFi is un-touchable, not able to be launched, wether ya try to touch it in Settings, or Settings>General>Network - says Wi-Fi No Wi-Fi, and I am getting the message: Incorrect SIM - This iPhone must be used with an approved SIM.
Any assistance to get WiFi back so i can install SSH to unlock again, or downgrading the Modem Firmware to true Version 1.0.2/1.1.1 so i can jailbreak and unlock successfully again would be more than appreciated.
Any assistance or guidance towards the right direction for that matter would be much appreciated as well!!
Thank you for your time, if any further information is needed to diagnose/determine a remedy for this problem, don't hesitate to ask!!
There is an art to flying, or rather a knack. The knack lies in learning how to throw yourself at the ground and miss. Clearly, it is this second part, the missing, that provides the difficulties...

I have a similar issue, Can anyone please help me?
I have had an OOB 1.12 uk iphone since launch and it has been sitting pretty doing nothing for so long, I have done most of the unlock.
Basically im at the stage where I need to go to installar but when I go it trys to refresh (as tweaks 1.1.1 isn't there) and it says I can't connect to safari.
I have yet to see safari on this iphone. My wifi is connected though so I don't understand why safari is not working
;( ;( ;(
Only 1 step left as I have a turbo sim type thing sat here to be used..i want to cry
