Is it possible to upgrade without SHSH Blobs? Before it was possible with TinyUmbrella but now it will not.

SHSH blobs are only required when you are attempting to restore to a version of iOS that Apple is not signing. TinyUmbrella would not assist you in restoring if you do not have SHSH files. As of this posting, the following versions of iOS are being signed by Apple according to the iPhone Wiki:

iOS 4.1 for iPhone3G & iPhone3GS, iPod Touch 2G & iPod Touch 3G
iOS 4.2.1 for the iPhone 3G and iPod Touch 2G
iOS 5.1 for the iPad 1 and iPod Touch 3G
iOS 6.1 for the iPad Mini and iPod Touch 4G
iOS 6.1.2 for the iPad 2, iPad 3, iPad 4, iPad Mini, iPhone 3GS, iPhone4, iPhone 4S, iPhone 5, iPod Touch 4G, iPod Touch 5G

So, you would only need SHSH if you were restoring a version not presently being signed for your device. Additionally, SHSH alone are not enough to downgrade to 5.x from 6.x -- you actually need 'qualifying SHSH' (meaning you cannot have used OTA upgrade through 5.x to 6.x), and also need a valid 4.x SHSH in order to make the whole thing work. I don't know if you're trying to downgrade as you did specifically say upgrade, however, in general upgrades do not require SHSH unless you're upgrading to a currently non-signed version.

In short, the answer is no. Without SHSH you absolutely cannot restore to a version of iOS that is not being signed unless you have a device with bootrom exploit (iPhone 3G).
