why some 3g iphones have update to 4.0 and some dont?

i have one 3g and itunes says update available to 4.0 and one 3g says update available to 3.1.3

both 3g are 3.1.2 and unlocked with ultrasn0w.

i wanted to update them both to 4.0.

Is this two different copies of iTunes?

no its the same one.. i duno.. today i hooked up another 8gb 3g and it says the update was not eligible. i already downloaded the restore file.

maybe its taking awhile for the system to update?

Have you got network connectivity to Apple.com while you load the update?

The restore file you downloaded this directly from Apple?
