What carrier are you on? What carrier is your phone locked to (if this is different than what carrier you are on) Do they provide Visual Voicemail services? I assume you mean you upgraded to 4.3.3 CFW -- did you make the CFW yourself or did you download it? Did it hacktivate your phone?

Let us know -- all of the questions above are pretty important to help you troubleshoot.

We strongly recommend that people avoid pre-made custom IPSWs.

There are various IPSW settings that can vary for different users (depending on their particular setup).
Also it's possible for there to be malware/virus embedded in the IPSW.
Even if the author of the IPSW is honest, they may have used b-grade patches in their custom IPSW, this can affect restore and stability of the phone.
Finally (and most importantly) - it is illegal to distribute/download pre-made custom IPSW.

I think n1ckn4m3 has already pointed out what is most likely your problem. The pre-made custom IPSW included hacktivation.

    You have two options:

Uninstall ultrasn0w, then use redsn0w to remove the hacktivation. Allow your phone to activate via iTunes.

Or make a new custom IPSW with pwnagetool (or sn0wbreeze) and ensure that hacktivation (might be referred to as activation) is off in the IPSW. Restore with this IPSW and allow iTunes to activate your iPhone.

    You should NOT need ultrasn0w.

Different versions of redsn0w are designed to work with different IPSW versions, you probably had a mismatch (wrong IPSW for the specific redsn0w version)

Did you set the iPhone up as new? If you didn't (and restored your iPhone from a saved itunes backup) then this could explain the issue. It could be related to an outdated carrier bundle in the user partition.

That is almost certainly the issue. It's possible (though a right pain in the ass) to manually back up all data on the device and migrate it to the new device while still setting the new device up as a new phone. It requires the phone to currently be jailbroken and accessible via iFunBox / DiskAid / iPhoneBrowser / SSH / etc., but you can manually grab the application directories to save your backup save data, grab your databases for call history, SMS history, etc., and then back those off onto your computer. Restore the device, set up as new. Tell iTunes to sync, and allow it to install all of the apps. Jailbreak the device again and use the AFC2 browser (the same ones I mentioned above) to copy the databases back to the same locations and to copy the Application data back to the same directories.

Reboot the device and you should have a phone that was set up as new, with all of your data, and all of your saved app data.

It's very important that you pick and choose the data to migrate carefully, if you just tell it to back everything up on the device and restore it, you very easily can restore the junk you're trying to flush out -- so make sure you're only copying data from Applications with save data that you care about, and you should be fine.

Again, it's a pain in the ass, but when all is said and done you'll end up with a clean phone with all of your data. I do this once every 4-5 upgrades just to ensure I'm not dragging data from 10 iOS revisions ago through the upgrades and while it's a nuisance, it's good to end up with a clean phone.
