ive brought an iphone 4 on t-mobile uk, it's un activated, (i dont have a t-mobile sim)

what should i use to activate it, and the unlock it, etc,

You've missed a lot of important information that we can't just assume, please let us know the following and we should be able to help. You can get most of this information from a non-activated phone, just use TinyUmbrella or similar.

1) What iOS revision does the device have? I'd assume 4.2.1 but we can't always assume.
2) What baseband revision is on the device?
3) What is the destination network that you are intending to use the phone on? There may be specific instructions for that carrier that we wouldn't know to tell you about unless we knew the carrier.

Ultrasn0w can't unlock this baseband yet.

In TinyUmbrella, click "Save SHSH" and wait until iOS 4.3 is released (a week or two max) there will be more news about an unlock for this baseband then.

How do I activate it with out a sim? Is it possible?

In the UK, you can request an official unlock from many carriers. Try that.

In Pwnagetool 4.2 when asked if you can activate the phone legitimately via iTunes, say no.
Or the combination of first greenpois0n rc6.1 and then redsn0w 0.9.6rc8 (select only "install Cyda") - you must have a non t-mobile SIM inserted while running redsn0w.

Both the above options will hacktivate your iPhone 4
