When my phone rings I answer it only to have the last second of it playing over & over like a scratched record. I hope someone out there remembers what records were!Anyone got any idears?

This is likely a hardware issue. I've seen several of the iPhone 4 models that have an issue where the last bit of a sound gets clipped and repeated -- in all cases, Apple has replaced the phone on the spot when they went into a Genius Bar.

I'm assuming, though, that you've tried the normal (restore/set up as new/etc.)
