So I would like to downgrade back to 3.1.3 from 4 - possible?

I have a 3g which is performing very slow since I upgraded the OS. Would prefer reverting back to 3.1.3

Yes you can revert. There are plenty of guides for downgrading 3G iPhones to prior OS version. The key point is that the downgrade will fail near the end but this is OK. It only fails to downgrade baseband. You need to kick it out of recovery mode with TinyUmbrella or Rslite or iRecovery.

If you need to unlock, you can jailbreak with redsn0w, pwnagetool or with spirit.

It's a 3G - no need for SHSH - please don't confuse the original poster.
