My iPhone 4 I have tried to restore settings but when i try to reboot it gets stuck on the "Activating screen" I can not get to come on.
I have used redsn0w to jailbreak and trying to reinstall cydia. I just need my iphone to come on.

If you mean that it gets stuck on the "slide for emergency" screen - then you need to "hacktivate the phone"
Either:
Insert a SIM card from the carrier that the phone is locked to. Then let iTunes activate the iPhone
Insert a SIM card from any OTHER carrier and the run redsn0w to jailbreak.
Your phone won't hacktivate via redsn0w without a SIM card inserted (or if you have a SIM card from the original carrier inserted)
1. Download i-FunBox for Windows
2.Connect your iPhone with you computer and let the i-FunBox software detect your phone.
3.Now navigate to /private/var/root/Library/ and delete the original lockdown folder as shown in the screenshot below.
4.Now simply download the patched version of lockdown folder from here, and place it in the same location you deleted the original from: i.e. /private/var/root/Library/
(by here means = FIND LOCKDOWN.zip on google)
5. Restart your iPhone.
