Yes I meant exactly what I wrote, the iPhone dev team don't owe you (or any other person waiting for a new unlock) anything - especially not a new unlock for every minor baseband revision.
Also, don't buy a locked phone if you have absolutely no intention of using it with the carrier that the phone is locked to. Spend the extra $$ to get a "commitment free" (also known as factory unlocked) phone directly from Apple (if Apple in your local country doesn't offer this a factory unlocked option, import one from Canada, Australia, Hong Kong or a nearby country where their contracts with the local carriers don't prevent Apple selling factory unlocked phones).
This approach will pay off in the long run, and doesn't make you reliant on waiting for the iPhone dev team to produce another miracle.
