Why do you think your phone is locked to AT&T/US? Is your model number MB717LL/A ?

thanks very much for you respond. be honest with you that i really can't tell what a serial #S is ( a reason i said new bootrom because it looks pretty new and 32g once i bought and never success to activate a phone). because i can't activate a phone, it's in emergency mode now.
Is there any way to activate my phone? please

The Firmware Umbrella can tell you quite a bit about your iPhone without needing it to be activated.
So if you are stuck at "slide for emergency" - I would suggest downloading and running TinyUmbrella from the site above - then connecting your iPhone you should see model number, baseband, baseband bootloader and ECID.

I find it very hard to believe that you bought the iPhone yet don't know its serial or what the original operator is.
You had to buy it without original box (serial on the bottom), and the seller did not know its origin, and there is no SIM in the tray? Kinda sounds like a stolen iPhone resold without a SIM, doesn't it?

well, to the OP defense. I bought a new iPhone and after about 6 months I had stress cracks all over the phone, went to apple and they gave me a refurb one. obviously unless I wrote down the serial number on this baby, there is no way I can know if it has a new or old bootroom.

This is not a bootrom question problem..
Anyway, FW Umbrella or f0recast will show model number which you can use to deduce the phone origin..

i bought this phone off Craiglists, and it's in recovery mode when i bought. but anyway i found out a serial# 8802524W3NR from FIRMWARE UMBRELA. i checked status from APPLE with that serial #S that it says " Please activate your iPhone
We are unable to display coverage details because your iPhone has not been activated.
Please contact your iPhone retailer or wireless carrier to activate your iPhone."

You generally should not connect your iPhone to Firmware Umbrella in recovery or DFU mode. You get the best information if you connect it in Normal mode (even if you are stuck at the "slide for emergency" screen).
Umbrella via Normal mode - will give you your iPhone model number - which allows you to find out which country the phone was intended for so you can try and find the right SIM card.
Umbrella via Recovery mode will ONLY give your iPhone serial number - which is really only useful to give an idea on new or old bootrom.
DFU mode gives nothing.
Unless you have tethered jailbreak or corrupted NOR, you can exit recovery mode by holding down home and power buttons until the iPhone restarts.
If that does not work then you need to restore your iOS.
