i posted this answer somewhere else as well. i had the same problem. mine occurred because i had added the cydia file: mms and tethering settings for t-mobile. when i went to settings there was no option for apn at all.

i deleted the mms/tethering files i'd added. reset all network settings in general/settings/reset all network settings and then rebooted.

wheni turned back on the phone the apn option was back. i entered the t-mobile data settings and all was fine. that was for my old 3g which i'd given to my daughter.

i noticed the little camera was not showing up in the text message area. so, i had not (and don't believe i'm going to until all cydia apps have been updated) moved up to 4.0 on my 3GS. i then just used the mms settings that were showing on my 3gs and entered them into my daughter's 3g and the camera showed up and mms and tethering works fine.

these things are tricky. sometimes its all about the order in which you add things and how they work together. for instance...on my 3gs, i can not (on 3.1.2) use activator, last app, and backgrounder correctly. it would always screw up the way the home button worked and made cydia needed to be pushed maybe 6 times before it would come up and stay up.

but try going back and start from the beginning. jailbreak, add wifi and nothing else and see whether the apn is there. if not try the reset all network setting and reboot.

    corrected everything for me...
