I have the newer 3GS (10/04/10) with 4.1. i tried limera1n and nothing happened. tried Greenpois0n and now the phone is a brick i tried to do a regular itunes restore and got the 1601. i tried everything i can think of.

i dont wanna change the baseband, just want cydia. but right now will settle for the damn phone to work.

No.. there is not a solution for windows that can perform the same function as pwnagetool. (sn0wbreeze tries to do this but it has not yet implemented the same functionality as pwnagetool 4.1 - we refuse to recommend/support sn0wbreeze on this forum). Pwnagetool may be available on windows one day. The iPhone Dev Team are working on a windows version.
