In any case.. what would one who has an iphone that fits this criteria need to do get it unlocked? I'm starting to gather it would be impossible to change any info hardcoded on the phone in order to do this as no one has brought it up as an option... i.e. Change the iOS version (older or newer); Change the firmware; or both in order to UNLOCK ONLY and not also jailbreak at the same time.

I can't be any more clear than to state the fact that it is not possible to soft-unlock these phones at this time, which it seems like you are aware of. If your carrier will not authorize an unlock, there is no way to unlock the phone at present. No upgrading / downgrading / etc. will solve the problem.
Also, there's no known way to soft-unlock a phone without jailbreaking. ultrasn0w requires the jailbreak to function, so if you're not factory/carrier unlocked, you will have to jailbreak to unlock.

I dont know what you mean about activating.. But i mean if your refering to activating the iphone within itunes after a fresh install or a restore of an ios then by your statement about your phone being purchased from the usa means you will require an original sim card **network provider** that came with the phone..
My iphone4 was also from the usa and im from the uk and my phone is locked to at&t. And whenever i do a fresh restore, i need to insert the at&t simcard in the phone for activation to work.
Sadly from what ive read. At&t phones **cannot and will not** be unlocked by at&t for any reason what so ever which is very anoying. If you know what network the phone came with then you can just buy off ebay an original simcard of the operator. My guess at&t??
My baseband is 4.10.01 and i just updated to a custom ios 5.01 so i can get the latest untethered jailbreak **so happy** and preserve my baseband in hopes of a unlock in the future.
Ive been using a gevey ultra sim to have my phone unlocked to my prefered network and it also works with all networks i have tested with.
I just dont understand what the big deal is about you dialing 112 to kick the gevey sim into operation. It requires doing it once! And you dont even need to make a connection. You dial for 2 seconds and then hang up! Which technically does not make it illegal if it dosnt connect. You can even get the newer gevey sims which wont need you to do the process again even if you remove the sim from the phone unlike mine! But you still need to do 112 once! There is also a app in cydia that automatically does it for you.
So whats the big deal man? The **only** way to use another sim is to use a gevey in your situation for now!

I was in the same boat, iphone 4 ,4.3.5 tried to unlock with Gevey sim, I bought Gevey from apple and berry, and few other locally, moved around the globe, only apple and berry Gevey sim works, but to unlock with Gevey is not easy, all other instructions miss one step without which Gevey will not work, once you unlock, your local carrier name will appear, but if you turn off your phone or lose signal, you have to do it all over, look for a local carrier with strong signal in your area, and use their sim card. Also if you cut the sim to fit in iphone, be sure if you cut it right.
Turn off phone
Insert gevey and sim
Turn On
Gevey welcome menu
Accept
Go to setting
click phone
scroll down to Sim applications
click on instructions
click Accept and wait 15 sec
when you have 1 bar
dial 112 wait 2 sec and end call
Turn on airplane mode
you have to get "no sim card installed"
Turn off airplane mode
"Sim Failure" should appear
click ok
and boom you local carrier name with full signal.
If you are getting invaled Sim, something is not right.

There have been no real developments on an unlock for that baseband. There is also no known way to downgrade the baseband on that device.
