Did you bother to search before posting? There are existing threads that discuss solutions for such problems.
Also, most importantly - when did you last sync your phone to your computer? This normally backs up the contents of the phone (so you can maybe recover most of your pictures from the backup)
Also, what caused the bootloop? What was the last thing you did before it started?

well. i did some search and i tryed with ifunbox and puting the phone into DFU and connect it with iPhoneBrowser. don't look like both software able to connect to the phone. Windows did not detect any phone connected to the PC. this phone belong to one of my friend. i think he was playing around bez he needed more space on his phone. somehow he read about /usr/lib/_ncurses and he went ahead and deleted it bez someone said it was ok to del it. he gave me the link but not sure if it's ok to post it here.

asked my friend that he did not back up tho itune. he said he just want to get the picture recoved. he is on ATT so he don't need unlock

Jeez, self-inflicted stupidity.
This is a symlink to itself and used absolutely ZERO disk space
A rule of thumb, don't start deleting things on the system partition.
If you need extra space, use Cydia's storage tab to identify what is using up most of your space (and whether the space problem is on the system or media partition)
The instructions to recover your photos are not for the inexperienced. There are several related threads here on hackint0sh which are worth reading (for tips if you get stuck) but the primary guide is
Mostly iPhone hacking: Booting SSH ramdisk on new devices for details.
You might also be able to try: http://msftguy.blogspot.com/2010/07/...oot-pwned.html - I'm not sure if this tool still works for 4.3.1 - but if it does this is a simpler process (you basically trick the phone into letting you "upgrade" even though iTunes will only let you "restore"). You can use this technique with 4.3.1 because he doesn't care about unlock.

When properly configured (with the correct SHSH blobs available locally), TinyUmbrella's TSS Server should help with preventing baseband upgrade, however Apple have added some extra roadblocks in recent iOS versions. These can be worked around after the restore fails with a 101x error. The author of TinyUmbrella has a separate tool for this.
It isn't enough to just start TinyUmbrella, you need to start the TSS server and confirm it has access to the right SHSH blobs.
I'd need to see your failed restore logs to get an idea of why you got 1604 and 1600 (usually these mean you are trying to restore custom IPSW but are not in pwned DFU mode)
