Can you try to explain what you need to do again? This time, explain it more clearly so that it makes more sense?

I'm *guessing* that he upgraded to 4.0 without having a UDID on file and is now stuck at the Emergency Call Only screen because iTunes refuses to activate.

If this IS the case (and it is extremely difficult to tell based on the information provided), you're going to need to do one of four things (if you're using a 3GS with the new bootrom):

    1) If you have an SHSH on file for 3.1.2, use it to restore back to 3.1.2
    2) If you don't have an SHSH on file for 3.1.2, restore back to 3.1.3 (this will lock your device until the 4.0 unlock is released)
    3) Spend the $99 and buy an Apple Dev account, associate the UDID
    4) Dig through the Flea Market section and see if you can get your UDID registered.

That said, this is all just a guess, based on what you've said.
The preceding forum post has been brought to you by the letter "N" and the number 42.
