Can I jailbreak and unlock a 3.13 3gs on NEW bootrom to OS4??
My phone is the NEW bootrom but is currently on 3.13 and NOT jailbroken or unlocked. I do though have the SCSH file for 3.13.
So what are my options guys?

actually there are two or three programs we are waiting for to be released that will do just that such as limera1n and they should be out soon. also, search before you post k?

As pizz says, there are rumors of several software packages that will do this, but the dev-team has made no formal announcement and the only thing I've seen is a post on geohot's twitter telling people that if they expect a release soon, they'll be disappointed.
At present there is no solution for jailbreaking a new bootrom 3GS on 4.0.
