Can anyone else confirm that this extra setting is there now?

Yes... the extra setting is there again (after OS3.1.3). But this is only for unsupported carriers.

I just got an iphone 4 and i am trying to tether... So do I need to jailbreak my phone first? I am very bad with technology. How do i go from step one all the way to getting internet to tether from my phone to my computer?

    1) Jailbreak your phone (search the forums for instructions, I guarantee we've told many people with the same equipment/iOS revision how to jailbreak before)
    2) From Cydia, install either MyWi (WiFi Tethering) or TetherMe (USB Tethering).
    3) Done. Be aware that if you're on a carrier that supports tethering plans (e.g., sells them at a MRC) that they may determine you're tethering and move you to the tethering plan. If you're AT&T, this also means REMOVING your unlimited GB plan if you had been grandfathered in to it and being moved to the 2GB + 2GB plan.
