What was your jailbreak method? If you used one of the tethered boot methods and you have installed something that hooks into the boot process (mobilesubstrate, springboard additions, etc.) then this is somewhat expected behavior. You'd need to rejailbreak the device with the latest greenpois0n in order to remove this restriction. That said, as I don't know the way you jailbroke / etc., this is all speculation now. Any more info you could provide would be helpful.

Run greenpois0n rc6.1 and jailbreak again. That will fix your tethered jailbreak.
