I was wondering if it was possible somehow to unlock and activate (hacktivate) a 2g phone without jailbreaking it? I know that 3g and 3gs require jailbreaking in order to install ultrasn0w but 2g doesn't require and installation of packages for that matter.
hactivation means putting some files onto the iPhone (besides other stuff). Putting files or replacing them requires to jailbreak. step 1 is to jailbreak to then in step 2 activate to then unlock. On a 2g Bootneuter is used to do that. Bootneuter is to be put on the iPhone.

Yes you can do that.
If your baseband is already unlocked, you don't need BootNeuter because 2G baseband is no longer updated.
The scenario that is proven to work for most people is to restore custom jailbroken firmware of an older version (e.g. 2.2.1) and then update (not restore) to the newer firmware (e.g. 3.1). This process keeps fake activation records, even though the phone is not jailbroken after update.
However, there are mainly two issues when updating from 2.x to 3.x firmware:
1) YouTube doesn't work
2) Push notifications don't work
While youtube can be fixed, there's currently no working solution for push.
