I did exactly these steps from this site:
iClarified - iPhone - How to Check Your iPhone Bootloader Version (Windows)
But once I hit "Login"
Instead of getting this:
I get an Error saying "Network error: Connection refused."
You likely have misconfigured your SSH connection parameters - see http://winscp.net/eng/docs/message_connection_refused for explanation of the error message. Check that everything matches the dialog in the guide (except of course the IP address which you need to get from your iPhone)

I can say that if your serial number is higher than xx828xxxxxx then you likely can't use fuzzyband to downgrade.
