Default Trying to figure out my bootloader version

I did exactly these steps from this site:
iClarified - iPhone - How to Check Your iPhone Bootloader Version (Windows)

    But once I hit "Login"
    Instead of getting this:
    http://www.iclarified.com/images/tut.../13965-500.png

I get an Error saying "Network error: Connection refused."

You likely have misconfigured your SSH connection parameters - see http://winscp.net/eng/docs/message_connection_refused for explanation of the error message. Check that everything matches the dialog in the guide (except of course the IP address which you need to get from your iPhone)

I would not waste more time on that , try instead - iClarified - iPhone - How to Downgrade Your iPhone 3G Baseband Using Fuzzyband instead, this will tell you your baseband bootloader version as well as your baseband version.

I can say that if your serial number is higher than xx828xxxxxx then you likely can't use fuzzyband to downgrade.
