    Olethros,
    I had Supreme preferences.
I searched for the file /var/mobile/Library/Preferences/com.apple.springboard.plistcom.apple.springboard.p list in the files that were created the day the settings went missing but couldn't find it. There is no mention of the words SBParentalControlsApplications in the files l looked at. Would the fact that I had Supreme preferences change any thing ? Thanks

I'm not sure if you made a copy/paste error or I did. The file is: /var/mobile/Library/Preferences/com.apple.springboard.plist

SupremePreferences is BAD NEWS, I have had very little success fixing problems with it. There is no way to cleanly rollback all of the settings changes it makes. It is installed as part of some winterboard themes.

You can try the mobilesubstrate temporary safe mode approach. Winterboard definitely uses mobilesubstrate. I honestly don't know how SupremePrefs does it's icon hiding - so unsure what to recommend you do.

Well, I managed to find the string <key>SBParentalControlApplicatons</Key> in the com.apple.springboard.plist file. However, I'm not sure if If need to delete every thing in that group. Moreover, the file will not save once edits are made, the massege error: "property list invalid......malformed data byte group at line 1, invalid hex" appears, any ideas?
From the basic reading i did it looks that SSH would require an IP, and WIFI (which I have neither) am I understanding it right? is there a work around it?
    Thanks again

SSH does not require wifi or an external IP if you use the usbmux /iTunnel option.

The only reason you need to change SBParentalControlApplications is if Settings.app appears under that group.

So here is what worked for me, and by the way: thanks Olethros for your tips,
1- I already have Ifile on my phone,
2- I downloaded I -funbox, this allows you to see your iphone's system without the messy SSH, over a USB cable.
3- I downloaded the 2 .deb files of SBSettings on my computer, then transferred it to the Iphone at /var/mobile/Library/Downloads
4- Using Ifile I browsed to the .deb file location and installed it, turn off the phone and on again, you'll have sbsettings installed.
5- update it from Cydia, you should have access to WIFI now.
6- SBSettings gives you the option of adding apps to the Dock, choose settings, and Voila... you have access to it now.
In my case it was the restrictions that caused the settings Icon to go missing, So I went back and retracted my steps.

    Hope that helps you.

I've said a few times now, there is no safe way to undo the preference changes that supreme settings makes. It does not keep track of the original settings and provide a way to revert to prior settings.

You may need to restore your iPhone and start from scratch.
