Default iTunes can't restore after failed jailbreak attempt using blackra1n

pardon for the inexperience, as I'm a newbie here with jailbreaking.

all I'm really after is the ability to tether
have a 3G iPhone. I'm pretty sure I was on 3.1.2. running on Windows.

have been able to jailbreak before using blackra1n. worked perfectly for a while.
then one day I had to reboot the phone, and then it got stuck on the apple logo, so had to restore it. jailbroken, no more.

today, I decide to jailbreak again using the exact same procedures as I did before.
once I click on "make it rain" the phone gets stuck on the iTunes+cable logo. it doesn't complete the jailbreak.

now I have to restore the phone, but this fails in iTunes, and I'm not sure why. (The iPhone could not be restored. An unknown error occurred (1604)." I believe this could be because I was on 3.1.2, and iTunes is downloading the latest firmware, which is 3.1.3? I've unchecked the option to check for the latest firmware; however it keeps forcing the download before it will proceed with the restore. I'm on iTunes 9. I believe you can get around this in iTunes 8? I've also tried download the 3.1.2 firmware and placing it in the iPhone Software Update folder, but it still overwrites it with 3.1.3.

so now my phone isn't working, and I can't restore it to even factory settings. what can I do now? any suggestions? thank you!

You are confusing a whole bunch of things

Firstly, driect from Apple Update and restore alert messages on iPhone and iPod touch
Error 1604: This error is often related to USB timing. Try changing USB ports, uninstalling and reinstalling USB ports, and other available USB troubleshooting steps (troubleshooting USB connections, device not recognized properly, computer won't recognize a FireWire or USB device). If you are using a dock, bypass it and connect directly to the USB 30-pin dock-connector cable. If the issue persists on a known-good computer, the device may need service.

If the issue is not resolved by USB isolation troubleshooting, and another computer is not available, try these steps to resolve the issue:

    1. Connect iPhone to iTunes, confirm that the device is in Recovery Mode. If it's not in Recovery Mode, put it into Recovery Mode.
    2. Restore and wait for error 1604.
    3. When prompted click OK.
    4. Close and re-open iTunes while iPhone remains connected.
    5. iPhone should now be recognized in Recovery Mode again.
    6. Try to restore again.

If the steps above do not resolve the issue, try restoring using a known-good USB cable, computer, and network connection.
Secondly, the 3.1.3 versus 3.1.2 is a non issue as long as you shift-click restore (or option-click on a mac) and manually browse to the correct IPSW each time.

Thirdly ditch blackra1n, it has produced more post jailbreak issues than other jailbreak tools. I recommend redsn0w 0.9.2 / 0.9.3 or preferably pwnagetool.

You don't need to use blackra1n to use blacksn0w for unlock.

Doesn't matter that you are out of contract or not. Your iPhone is carrier locked to the carrier you originally bought it from. ONLY that original carrier can officially unlock it. When you hacked the phone to use it overseas, it reverts back to the carrier locked status anytime you update the iOS.

You need to contact the carrier it is locked to and ask them about unlocking - ONLY they can initiate an official and thus permanent unlock (note that not all carriers will unlock, and if that is the case for you, you are out of luck).
