Uninstall mobile substrate and everything that uses it, I.e winterboard etc, I think if you just uninstall mobile substrate it will uninstall everything that uses it anyway, then reboot and then reinstall mobile substrate and the other stuff that used it, reboot again and iTunes.app should work.

You need to launch cydia and then go into the manage section at the bottom of the app, then choose the packages button, then look for mobile substrate and press it, then modify at the top right then remove and confirm at top right, then reboot and reinstall the apps you lost, I.e if you
had winterboard installed it will now be gone, you will need to install it again via cydia, when you install winterboard the mobile substrate will install automatically, then reboot your iPhone and iTunes will function correctly
