What did you install from Cydia? Have you since removed this?

Have you tried Settings/General/Reset/Reset Network Settings?

What does it say when you go to settings -> general -> about and look at carrier field?

You need to use http://www.volkspost.info/ipcc_fw3/ to generate a carrier bundle for Vodaphone Ireland. You can then load that onto the iPhone using the instructions on that page.

If you are running iPhone OS 3.0 that should be enough to fix it.

Firstly, it says to option (or shift if windows) click on update. This gives you the chance to choose what you "update" with. You can choose either ipsw or ipcc. Choosing ipsw may result in you upgrading OS or baseband (depending on how the ipsw is made). Choosing ipcc will only update carrier settings and leave baseband and OS untouched.

Secondly, 3.1.2 can be jailbroken and unlocked but both jailbreak (blackra1n) and unlock (blacksn0w) are not as mature as the jailbreak and unlock solutions which were available before OS 3.1.x was released.
