Question How to verify if software is broken?

    Hello,
I've found someone who sells an iPhone 3gs cheaply because, he says it is blocked on 3.1.3 firmware. I have reasons to belive the phone is stolen and that several unlock attempts were made. My dilema is: if I meet the guy, how could I check if the phone's software is broken? Because if I can't unlock it....I can't use it. And how could I verify if the phone is stolen?
    Thank you.

It's difficult, but there are a few things you'll want to know:

    1) If the phone is on 3.1.3, you cannot presently unlock it. The 3G can be downgraded to 3.1.2, but at this point there is no reliable way to downgrade the baseband to an unlockable version.
    2) If the phone is IMEI blacklisted in the EU (which is why most cheap iPhones exist), then it's possible to check via the IMEI blacklist -- but most end-users do not have access to that list to check it. The easy way to verify this, if you have the phone in hand is just to try the phone with a SIM card in it. If you get service but are unable to make a call, it's extremely likely the IMEI is blacklisted. Try another SIM and if you get the same behavior, the odds are 99.95% that the device is blacklisted in the EU. That doesn't impact its ability to be used in the USA though, so keep that in mind.
    3) There's no real way to verify whether the phone is stolen. Since reporting a device as stolen never really gets back to Apple, they have no way to assist unless you use MobileMe, and that's more to check where your phone is if it gets stolen -- they will not verify serial numbers vs. any internal database they may or may not have.

I'll have to defer to General Logic 101 here -- if it sounds too good to be true, the odds are, it's too good to be true.

    Thanx for the reply.
I am aware that 3.1.3 presently cannot be unlocked, but I have read that if attempted improperly to jailbreak/unlock, the phone can remain blocked on the official firmware an unable to be unlocked afterwards. This is what I would like to check.
About checking if the IMEI is blacklisted in EU....if I put a SIM in the phone, I do not belive I could make any call because it is blocked on a network from another country[don't really know which one....yet].
The offer does sound 'too good to be true', but not really that good. The phone currently cannot be unlocked, it is not full-box and comes at the price of 250euros.

    1) Not really sure what you mean -- because it's on 3.1.3, it cannot currently be unlocked. There is nothing that can change this until either a 3.1.3 compatible jailbreak + unlock is released (extremely unlikely), or 4.0 comes out and a jailbreak + unlock is released. Because the 3.1.3 upgrade for the 3G included a baseband update, until that baseband is exploited, or until the baseband can be downgraded, the 3.1.3 device can only be used on the network which it was intended to be used on. It is locked to the baseband at this point, but not the firmware -- you *could* downgrade to 3.0/3.0.1/3.1 if you desired, but it would serve little purpose as the baseband firmware (which controls the unlock) would still be at the latest revision, and as such, still unlockable. Nothing you can do today can *permanently* block your ability to jailbreak or unlock, because there will always be the possibility of a new exploit being found, you just may need to wait a while for new software to come out. Hope that answers the question.

    2) Correct. Since the phone is locked to the carrier it's locked to, if your SIM is for a different carrier, you will be unable to use the device as a phone to complete the testing. If you get the opportunity to hold the device in your hand, ask the owner to provide a legitimate SIM for you to make a test call with to prove that the device is not blacklisted. Any seller not trying to scam you should have no problem doing this.

So long as you understand you're buying a $250 iPod touch until they unlock the baseband included with 3.1.3, there steps above should let you ensure that you know what you're getting into.
