Error 23 is a screwed baseband and requires hardware fix to replace.
Your best bet is to try and obtain a working commboard from a trusted spare parts source.

Any site that asks for $$ for an unlock cannot be trusted. Never reboot the phone while reflashing baseband or baseband bootloader, this is a recipe for disaster.
