Sorry to say, but I will have to second that Octo knows what he is talking about. Same here. Been working on RF long enough to know what he is talking about it right.
Anyways, hopefully you will get it back together up and running.

why is it that both my vibrate button (it shows the bell and no bell image but does not vibrate) and the 1011 error in itune happen

is there a fix to this problem
i understand that the metal came off but your telling me the blue stuff that came off the board too (or green) wasnt important at all

It sounds like you damaged the connection to the vibrator.

Probably not. I suspect that the moment you touched the phone with the cover open, you caused damage due to ESD. This damage may be in any part of the phone except the LCD (although you can damage those too, but you can see when you do that), meaning the damage may not be limited to the communications board.

Right. Read over my post again.
So, again, hold the sleep/wake and home buttons together for about 30 seconds, until you get a yellow triangle on the display, and then plug the phone in and let iTunes see it and restore it. Then see if your problems are still there.
You've asked us for our advice; my advice is that you should not attempt a hardware repair of the phone yourself from this point onwards.

i mean the phone doesnt vibrate when i turn the switch on and off
the thing is theres no way that theres no way there was any static because i worked on a wood surface and i made sure i didnt touch the board itself with my hands only with a non metal flat head screw driver is all i used
if the flex cale was the problem
would everything wrong with my phone make sense?

The photos you posted clearly show the phone, without its rear cover, lying on a fabric surface. This is inconsistent with your statement now.

I don't know about the error code, but the flex cable going to the rear cover does control the vibrate motor, so if you tore the cable (which should be obvious), or you partially pulled the end of the flex cable out of its connector on the front half of the phone, that would likely be the cause of the vibrator problem.

The error you refer to is not a software error, and octo is correct - the bit you broke off is unimportant to the correct operation of the phone.
The error you describe will not be resolved by replacing your commboard - and it'll be funny after you've wasted your money on another.
Others have reported the same problem with their phones on software unlocked and non-unlocked phones alike, you probably did something else wrong and broke something else...
I find it funny that you attempted a hardware unlock after a free sofware unlock was released, I found the hardware unlock daunting due to the microscopic circuit traces and I've been meddling in electronics my whole life. ( Unlocked the night before IPSF released their unlock - go figure! )
I Bet you'll be looking for a new rear cover too - if you managed to break the commboard rf shield I shudder to think of the mess you did to the phone's rear housing.
My last piece of advice is to listen to people's answers when you ask for help rather than calling them liars, people that have more experience with this stuff are helping you out of kindness, and you take a dump on them by simultaneously saying that they are full of shit, but at the same time don't know what you're talking about yourself.
Also make sure you commboard is securely fastened and connected to the mainboard.

i tried this 2 weeks before the software came out
your telling me that if i replace the com and logic boards and even the flex cable with headphone jack
it will still be broken
are there any tests i can do
ill buy any equipment

Then buy a new iPhone and your problems will be solved.
iFixit.com would probably offer you $100-$200 for your old broken phone, since they sell parts (displays, etc). This would make the net cost of your new iPhone approximately the same as buying a comm board ($150 from iFixit).
