There's no way without actually troubleshooting the hardware that I can guarantee a replacement dock connector would work, but when I buy replacement pieces I always ensure they're OEM from a trusted source -- I rarely buy anything on e-bay, though I've heard many people have great success with doing so.

In any case -- based on the symptoms you've (barely) described, it's logical to assume that the dock connector itself is bad -- but if you haven't taken the phone apart to look, I highly recommend you do. The connections between these boards can sometimes come loose and the ribbon cables between them can become misaligned if the phone has been dropped -- one of the most common things I saw with the 3G was either broken solder joints (exceptionally quick fix) or a loose cable -- neither of those require replacing the board, so, if you haven't already -- take a peek inside and see.

If you look inside and everything is connected properly, you could use a multimeter to trace the voltage into the dock connector from the wall outlet, but due to the circuit design, at a certain point you're going to stop being able to trail the voltage around at the level you'll expect to see. Beyond that, you definitely can just replace the dock connector board and it's possible that will solve your issue.
