i have the exact same problem, my phone was already starting to show signs of malfunction in the bottom strip... and the other day i accidentally dropped it and now the space where the dock is doesnt detect touch anymore...
i also restored the firmware... and nothing...
for moving the icons out of the dock i suggest you install Categories, using the latest installer, you can access application installation from the Featured screen... look for categories and install it... make a new category and put the dock icons in there...
ive no idea how im gonna repair this, since im in spain and the nearest apple store that will take care of my iphone is half the world away

anybody know the location of general.plist and touch.plist in firmware 2.1??
I am using iBricks and it has helped me before I upgraded. Now the Applications/preferences.app is not available. The application folder is not accessible?
Have these files been moved someplace else?

Yeah i have the same problem, but mines 2.1. I got the sensitivity back on the docking icons.
I think the whole strip is dead, no software editing is going to change that.. i've looked closely and my guess is that the very top of those icons start on a new strip, along with the top of the unlock bar.. because both seem to work but only when pressed nearer the top. But the other taps such as "contacts" are smaller and only cover the bottom strip (the dead one).
Anybody think they'll do a refund even though i broke my volume buttons and have it unlocked and jailbroken?
EDIT: FFS!! Just realized that texting no longer works...
