Default mouseover not working on 10.6.5

I recently got a new MacBook Pro running Snow Leopard 10.6.5 and I have noticed that the mouseover effect is not working properly. Maybe I am describing it wrong. Maybe it is the alt mouse effect or onmouse over. whatever it is, when I move my mouse pointer over an image, it doesn't bring up the alternate information that it used to bring up on my old Leopard MacBook Pro.

Another example is I used Firefox and the Download Status Bar plugin. When I used to put my mouse pointer over it, a yellow box would appear showing the download speed, the location it is being downloaded to, the the amount downloaded and left to download etc. This is an image of what I am talking about. . Now when hover over it, I get nothing.

I also use no script and when I mouseover it, it automatically opens up which it never used to do.

I don't think it is a problem with the plugin but system wide because there are other things that I notice.

If anyone has any idea of this problem, I would love to help. I know this is very vague and really not very well descriptive but any help would be wonderful.
