In my knowledge, only Safari and iTunes are natively compatible Apple products on Windows.
There are lots of alternatives working cross platform like Ableton Live and Pro Tools. This depends of course of what you wanna use it for.

For any DAW work (Digital Audio Workstation), you have a lot of options. For a MIDI / Audio user-friendly/easy-to-use DAW, looking like GarageBand?
No one actually "look" VISUALLY like GarageBand (except it's big brother Logic Studio, MAC only again), but any other will do the same job in one way or the other. Here is a couple of ones you might look up.
REAPER | Audio Production Without Limits - Cockos Reaper - Excellent DAW, I use it for my professionnal needs (Recording Studio)
Ableton - Ableton Live Home - Ableton Live - Excellent for live sets, good tools for DJ et electronic type music
Propellerhead Software - Products - Reason - Propellerheads Reason - No actual audio recording available with this one, but for electronic/techno music, or anything with a beat, this one is worth looking. I even used it for a metal band which required software synths, sounds good.
If you don't find anything good for you with that, you can go with more "big-game" software like Avid Pro Tools LE/M-Powered (which requires proprietary hardware to work), Steinberg Cubase, Cakewalk Sonar, Presonus Studio One, or any other one I don't know, there are so many, at various prices...
