Default about the mac os menu bar (the one at the top of the screen)

how come we can't move it to the bottom of the screen just liek in any decent windows or linux?
I googled that, and all that cam up was that there needs to be some serious coding done so that that would be achieved.
WHY? how come such an ,,advanced,, OS needs such gigantic work, for such a small thing?

    1. Please refer to Apple's Human Interface Guidelines
    2. The function that Window's startbar performs is taken by the Dock, which you CAN move around.
    3. The menu bar, the one you are referring to is the same menu bar in Windows that is at the top of every window- that you CAN'T move around.
    4. Other "advanced" OS's such as Ubuntu and several Linux distributions with KDE and GNOME use the same concept.
    5. Consistency
