Iamz showed in other thread (under native app.) how to fix it
By the way, I used winscp, go to root/applications and weather.app change info.plist from 0000 to 0644 and that's it. Reboot your phone and weather icon is back

i did this.. and to my disbelief it actually completely removed the weather icon from my home screen, on top of that i cannot open my poof.app anymore to see if it is even still on my phone. please assist.
in my thoughts, editing the info.plist is NOT reccomended.

In fact, doing any things on a phone with firmware 2.x that were advised for firmware 1.1.2 is... not recommended. The whole issue with the weather icon disappeared more than a year ago.
iPhone 3GS / 3.1.2 JB (PwnageTool) / 04.26.08 carrier-locked, Carrier Logo Fixer / Cydia / 1000 posts on Hackint0sh
Installing Cydia programs on a phone that has no internet connection: read this.
Editing binary .plist, .strings, .nib and .xib files:
* on your computer: Windows tool / conversion website.
* on your iPhone: convert those files in a terminal with plutil (installed with Erica Utilities) or edit them with iFile (Cydia links).
