This means that the UNIX commands contained in the "bsd suite" can be used under 1.1.1 also. The MacOS X on the iPhone is stripped down to some UNIX commands and the "bsd suite" completes this command set. You also can use command line tools like "bbupdater" etc.

Afaik, everything related to breaking Apple Code is illegal ...
Unlocking, jailbreaking, etc.
