Usually contacts are saved in Outlook. What I did once at a friends location, he is without outlook on a PC is the following:
SFTP into the iPhone with WinSCP and goto var/mobile/Library/AddressBook
Inside you see two files (sqllite) copy them to your pc. Once you got your PC/iPhone setup as new, copy them back and make sure they are chmod 644.
This btw works with a lot of data stored in folders inside var/mobile/Library

Contacts are saved to your PC inside the backup file, so as long as you sync the phone on your computer before restoring, you will recover all contacts/sms/pictures taken with camera/settings.
