There must be other "border" situations where this happens ?

Lots of other situations where that happens. Go read apple forums. People who live near the Canadian board roam onto Fido all the time and all you can do is call up ATT and complain and they will reserve the charges if it truly a case where you are in a location that the phone should not be roaming onto another carrier.

Btw ATT knows which towers you used. So for example if you used a tower 100 miles outside of there coverage area they are not going to refund the charges.

dolmar don't you think this is more of a phone issue than carrier issue ?

You can turn off data roaming on the iPhone, why not voice roaming ?

Hope someone one will come up with a resolution.

usvi4me No because all phones sold by ATT has network selection disabled when you insert an ATT sim. The feature is set by default off by the Sim and not the phone. Which is why if you put a T-Mobile Sim inside the same unlocked phone then the network selection menu magically appears. It is ATT ways to stop people from in network roaming.
