I have had this occur twice and both times (in hindsight) it went away after I uninstalled some apps and freed up a bit of space.
The first time I thought it was some dodgy app playing up so I deleted the last few I installed and it was fine after that.
The second time I had had my phone a bit longer and so did a bit more research, read about the reflashing baseband, so installed booter-neuter and tried the 2 different version of baseband firmware. Neither helped. (It could be there are multiple causes for this problem so do try reflashing if my next suggestion doesnít work)
I was on holiday at the time so couldnít just redo my install with itunes and had a couple of days to play around. Incidentally it never happened if I didnít unlock my sim, so I could use it on wifi with my sim locked and have no problems. I also noticed that when it did occur everything seemed to start going slower and slower, hesitating and jumping, springboard kept flipping around to the wrong screens when I tried to page scroll, so was wondering about memory issues etc
Anyway in the end I noticed that I have basically zero free space on the 300MB filesystem partition, so started to wonder if it was relatedÖ Deleted some app off to make space for bosstool and then used it to move Fonts folder onto media partition - freeing up tons of space. Suddenly everything was fine.
Since that day havenít had a problem. Also as it came right like that I never ended up restoring through itunes either. So donít think it was caused by any actual problem in the filesystem, else surely it would have come back at some time in the months since then.
how bizarre the little message came up for those 2 pesky days, worried me to death (but survived hehe), and has never come back since, i did a little twidling with programs and a itunes fiddle and its solved

Dont know if this helps for you but:
The same thing happend to me got that message over and over again, so I took out my sim card and put it into my old SE phone, and poof pops up a PUSH Message.
So I did some research (google) and it turnes out that alote of other Norweigens had the same problem, and they solved it the same way that I did.
