what orientation are u in when u start off safari... ur accelerometer is fucked up probably... is coverflow doing the same in ipod feature??
if yes...better get the phone replaced asap...
if not, try a restore.

well it start off with vertical position, for iPod when i start it also switch to horizontal position by itself ...
