quickDo is the traditional solution for this kind of problem. It offers virtual home and power buttons as well as heaps of other useful functionality.

If you want a "free" solution for just the reboot. SBSettings includes reboot and shutdown options

Then you are pretty much stuck - there are no software solutions. Take the phone to a repair shop and get the part that includes the power button replaced.

If you synchronised your phone with iTunes recently, then you can extract photos from your backup.

I was referring to a third party repair shop (not Apple - who will just replace your entire phone with a refurbished one).

A third party shop can fix this without destroying your existing data/photos - but you risk losing the ability to later claim warranty with Apple (if your phone is still in warranty period)

I meant that iTunes should have saved a backup of the iPhone the LAST time you synchronised your phone with iTunes BEFORE the iPhone froze. If this was not too long ago. You can probably recover your photos from this backup.
