The best way to store videos on the phone? Why don't you just email them if he doesn't want to resync?
All of the music, videos, and podcasts the iPod app plays occupies various folders starting with the letter F and are within ~/Media/iTunes_Control/Music (~ being /var/root or /var/mobile depending on firmware), but they aren't easily recognizable (its usually with filenames like ND4H.m4v or something, its random) and aren't readily available beyond iTunes and the iPod app.
The iTunes library/database on the iPhone has to be updated to get any new media to show up on the iPod app, but most free iPod tools don't even touch the iPhone or the Touch. Last I checked, ml_pod for Winamp is probably your best option, but it's still very experimental and requires a lot of tools to get working (SSH access, wifi links, etc). It may not even work with videos (I've only used it a couple of times so I can't confirm video capabilty, I can confirm mp3/aac transfers work so-so).
Even still, once he resyncs, they'll go away from the phone. That's why I suggest just sending them to a gmail account or something that can handle large files. The mail app will open them with the QuickTime plug in and play (albeit not rotated).
