Hey sorry to go AWOL, once I sent it away and forgot about the forum, i just got it back today so I figured I'd let you guys know how it turned out, SUCCESS (Thanks and Rep to everyone who helped) (although i did have a hardware issue and was within warrenty, so its not like I tricked them or something)

The downgrade/upgrade is to make sure u have a "virgin" baseband.
P.S do not "hacktivate" it or run any quickpwn/winpwn whatever just downgrade, downgrade baseband and reupgrade. There are many guides in this forum on how to downgrade.

Downgrading to 1.1.4 and using kiphone will not change the Bootloader from 4.6 to 3.9 only BootNeuter can do that (but there is no need to have 3.9 BL) kiphone will downgrade the Baseband to 04.03.13_G then by restoring back to 2.2 firmware again you will install a new clean 04.05.04_G baseband version.
then with the iphone contact sim inserted connect the phone to itunes and wait for actvation.
Lastly you'd use Quickpwn2.2 to jailbreak without the unlock tick box selected & you should be done.
Quickpwn guide
http://www.iclarified.com/entry/index.php?enid=1880 I did those two minus the quickpwn part because i was sending it in for service and it worked fine.

Do you use an iPhone with an official contract?
Do you want to return it to Apple?
On the emergency thing. As other mobiles the iPhone has to be able to emergency call even if there is no simcard in at all.
You are mixing up stuff here bootloader != baseband != firmware
Please tell us whtt you are up to.
I don't have a contract but it used to before being upgraded to a 3g so i was eligble for service, I returned it to apple and just got it back. I was wondering about the emergency thing because I wasn't getting any bars of service which i thought was a result of a messed up bootloader or baseband but it looks like you dont get service when not on contract unless you unlock. Sorry if i may have messed up bootloader and baseband its all sort of over my head.

I assume you're referring to my last post about an error, apparently that just a result of Kiphone to downgrade baseband or something and was resolved when I dfu restored back to 2.2.

activate using itunes (if needed) and send it to apple and let them deal with it
the damaged iphone error given by itunes shows that the iphone is damaged. i think it has something to do with the sim since itunes cannot activate as it seems like it cant contact the sim card for att varification
I did just what you said, the error was just something about not being able to activate, because of the baseband i had downgraded with kiphone, turns out it was nothing at all, like i said, dfu upgrade to 2.2 and i never saw it again.

Apple ended up replacing the whole phone, I left the bootloader on 4.6 and it was fine, I did restore through itunes. As for how I got apple to replace it? They had replaced it before for a defective port on the bottom, so i was within 90 days, and the problem showed up long before, but i kept thinking it was software related, eventually when I had 2 days before my warrenty was up I gave up and activated the phone so I could get apple to service it (although I caught a lucky break when i found out it would activate with the sim card the original owner used before he upgraded so I didn't have to buy service. The person I talked to on the phone didn't really understand my WIFI problem (I won't explain it here but theres an obscenely long thread on this forum about it)and I wrote a letter that I put in the box with my iphone thanking them for servicing it and explaining what was wrong in a non-suspicious non-technical style.
