A secure network connection could not be establlished

When I connect my iphone and open iTunes (Windows Vista) I get a message saying:

We could not complete your iTunes store request. A
secure network connection could not be established.

Make sure SSL 3.0 TLS 1.0 is enabled in internet Options
control panel. Then Try again.

I already checked and both SSL 3.0 TLS 1.0 are enabled.
And I can make secure connections from Internet Explorer.
I also already re-installed the latest iTunes software.

What can be done to solve this situation?
I am unable to sync my phone now....

I found the solution. I forgot to change the hosts file back to original after a DVD Jon activation.

what is hosts file?
