How do you add ringtones that you have on your desktop in .m4a format to the new firmware version 1.1.1 iphone?

Using something like Amadeus convert them to mp3; you can also crop them when you do this.

Currently, the simple answer is NO! unless you want to use iTunes and pay for them!
