The carrier bundles still work at firmware 3.1, it is just tethering...
We#ll have to wait for the jailbreak to further investigate whats going on on the iPhone then.
Hmm... So is the signature part in the new carrier bundles all we need to enable tethering again? I know this is already hard enough, but do we need to touch the baseband as well?
Since .mobileconfig enabled tethering is broken as well I'm assuming that iPhone Configuration Utility is not of any help either? Is there an option to sign a configuration file?
I mean, seriously Apple, this is ridiculous! There's a built-in option for tethering and now we have to take one step back again using third-party software to do this?

The you'd have to re-package the ipcc.
Easiest way: Create an ipcc and just insert a blank into the field where you are forced to enter then displayed carrier name (field is the one called "Logo text")
