Hello, i will try to be as short as possible:
- I have iPhone 3Gs , 3.0.1 base-band, jailbroken (redsn0w), and unlocked (ultrasnow)
- I have deleted Cydia by accident, over the Icy program.
- Than, I 've reinstalled Cydia from Icy
- Problem : Cydia crashes
My soulution: I have tried to do the Jaillbreak it again, but i get the message: his device isn't eligible for the requested build , while trying to restore the damn thing.

How long have you been trying to fix Cydia? The past day there was a corrupt entry in one repository that caused cydia to crash
3GS owners cannot restore to iPhone OS 3.0 or 3.0.1 or 3.1 anymore because Apple has stopped signing restore requests for these versions.
It is still possible to restore to 3.0 if you used the make my life easier option in Cydia before OS 3.1 was released.
I would not recommend restoring to fix this. If you have Icy working it should be possible to get Cydia working again.

well i've tried to fix it again
i go to Icy Find Cydia installer and reinstall it
then i reinstall cydia community resources
it still crashes...god waht have i done
I'm now considering option to update it to 3.1.2 verson and than use iClarified tutorial to jailbrake it over Blackra1n, but there is a clear statement on the page: "If you let your iPhone to run out of battery , you will have to boot it via blackra1n" - not a cheerful option
I guess i could just sit and wait until the 3.1.2 jailbreak emerges
Anyway THANKS a lot for the advice, if you have anything else in mind i'd appreciate it.

Try this.
- Reinstall Cydia via Icy
- Connect to your iPhone via SSH or via Iphone Browser
- Navigate to /private/var/lib/apt/lists
- Delete all the files under /root/private/var/lib/apt/lists/ except for the partial subfolder which should not be deleted.
- Launch Cydia (maybe restart iPhone first to be sure)
Also, the warning about 3.1.2 and battery only applies to 3GS iPhones with the new bootrom. If you are sucessfully jailbroken at 3.0 and can restart your 3GS without needing to connect it to a computer then you have the old bootrom.
I would suggest that you try to restore using a custom 3.1.2 ipsw created using pwnagetool if the Cydia fix I listed above does not work.
Don't restore to a stock 3.1.2 from apple if you can help it.
Once you eventually get Cydia working be sure to select the "make my life easier option" if you have not already done so.

Why shouldn't i update to 3.1.2 stock, i bet the good jailbreak will come in a month or two, i can live with that. Except the waiting are there any good reasons why shouldn't i update it?

Reason #1 You permanantly update your baseband when you update or restore to 3.1.x stock. This means you risk the wifi and gps problems that have been reported more often with the combination of 3.1.x and the updated baseband.
Reason #2 blackra1n is a barebones jailbreak. This is especially true of the hacktivation part which fails to properly hacktivate YouTube, location services and push certificates. It also does not reconfigure the afc2 service which allows programs like diskaid and iPhone browser to be used to get read/write access to the whole iPhone filesystem.
Reason #3 the author of blackra1n is very sporadic with his attention to iPhone projects. Right now he is far more interested in the PS3 so there are no known plans for future improvements to blackra1n
Pwnagetool performs better hacktivation. Allows control over whether baseband is updated or not and trains users to upgrade in a safe manner.

Also to be 100% clear. The "tethered jailbreak" for OS 3.1.2 you seem to be confused about applies only to iPhone 3GS models made and sold after late september.
As you could jailbreak at OS 3.0 then you cannot have the 3GS sold after September with updated bootrom.
So whichever jailbreak you use for 3.1.2 you do not need to worry about the problems of tethered jailbreak
