Not entirely accurate but mostly so. SIM locking isn't new. It's possible to lock any GSM phone to a specific SIM card, it just isn't done very often.

Also, the iPhone isn't the first to have the hardware tied to the network in this way. The T-mobile Sidekick has been set up thusly for years and those CAN be unlocked. They're just useless on other networks.
